A father called the cops after a man allegedly exposed himself to his young child. The cop arrives and notifies the man that what the man did may not be a crime. This is the man's video, his statements, and you can hear what the officer is saying. Unfortunately, the cop is required to go by what's on the books, so he legally probably isn't allowed to arrest the disgusting pervert or he risks punishment at work.
The big problem here is the laws on the books in Oregon or the city they're in. Whatever laws make this OK should be changed.
