City leader cries about someone doing burnouts on a pride flag

This video shows a Spokane city leader breaking down into tears, crying about someone who did burnouts on a pride flag that was painted on the street. I am a little bit confused here because the mural was painted IN THE STREET, so what did they think would happen? There shouldn't be anything painted in the road where people are driving. It's a distraction and it's going to get driven on no matter what. The whole painting things on the street thing is the first problem here, not some teenager doing burnouts on something he doesn't like or care to see.
