President Joe Biden put on a series of odd behaviors while he was on stage with Brazilian President Luiz Inacio Lula da Silva as they introduced a new initiative to promote workers’ rights. Biden walked on to stage and bumped into the Brazilian flag. At one point he struggled to figure out how his ear piece works.
