27 Democrats in Colorado voted against making indecent exposure to a minor a class 6 felony. Some of them claimed it targeted the transgender community, but the bill is to stop adults from exposing themselves in front of children, no matter who or what the adult identifies as. In other words, it doesn't matter if the criminal is transgender or not - the point is that the Republicans want it to be a felony if an adult exposes themselves to a child. As of now, in Colorado, it's only a misdemeanor.

HB23-1135 discusses the Penalty For Indecent Exposure In View Of Minors. Concerning the offense classification for indecent exposure in view of a minor, and, in connection therewith, making an appropriation. Under current law, indecent exposure is a class 1 misdemeanor; except that it is a class 6 felony for a third or subsequent offense.
